Solid works, Creo, Sketchup, Inventor, AutoCAD, Illustrator, Corel Draw all have various levels of CAD capacity. Some 3D some 2D.
Mostly 2D CAD drawings are used to generate the tool-paths to machine parts.
Note: Cut2D and Vcarve have internal CAD capacity. therefore you do not need to have a CAD package if you use Cut2D and Vcarve. You can do all your designs inside Cut2D and Vcarve. And you also have the capacity to import other file formats from other CAD packages.
